What it means
Incoming WebSocket messages are billed with a 20:1 ratio for compute requests: 100 incoming messages count as 5 requests. Outgoing messages and protocol pings are not charged. Accepting a WebSocket without the hibernation API bills duration for the whole connection.
What it does to a bill
Hibernation is how you keep a chat bill from becoming a duration bill.
