Free plan
You do not pay the $5. You get the daily caps instead, and R2's monthly free tier.
Paid plan
$5 includes the Paid allowances for Workers requests and CPU, KV, Hyperdrive, and Durable Objects. R2 keeps its own free tier.
What it means
The pricing page says the Paid plan is a minimum charge of $5 per month for an account. It is separate from a Free, Professional, or Business zone plan.
What it does to a bill
Included usage is not an extra credit on top of $5. Going past it adds the overage to the $5.
