The Free plan stops the operation instead of billing it.
Free plan
The pricing page says that if you exceed any Free KV limit, further operations of that type fail. It does not publish the error string, so this page does not invent one.
Paid plan
Paid KV does not fail at 100,000 reads. It bills $0.50 per million after 10 million reads, and $5 per million after 1 million writes, deletes, or lists.
What it means
Daily caps reset at 00:00 UTC. The same key is still limited to one write per second on both plans.
What it does to a bill
A failure is not a $0 line you can ignore in production. The read did not succeed.
